I bought a new battery for my X220 back in January or so (cheap,
no-name, bought on ebay). It worked well but a few days ago it
suddenly won't go past 14% no matter how long it's plugged in.

I found one suggestion for an unrelated Lenovo model, so I uninstalled
and reinstalled the Power Management application, removed battery,
held power button for >60sec, and still no better. I've ordered
another online and it will be here next week.

Can I assume this is a battery problem? Presumably if the new one goes
to 100%, and then present one still sticks at 14%, that will be pretty
conclusive, but if there's something else I can try before then, I'm
happy to.

Almost certainly.

You could contact the seller; many of the cheap clone battery sellers will just send a new battery if the old one fails in a short period, though 3 months might be around the limit for that.

I have completely given up on Ebay and Ebay batteries. Most are more
like sausage stuffed into plastic forms, with little bits seeping at the
mold edges. Several have lasted on the order of weeks, several 6 months
or less and one which lasted three years(!) but when I bought a second
one, it crapped out in a month.

If there is a battery company reading this and takes umbrage with is,
contact me.

I now look for Lenovo batteries. Any thinkpad that is too old to have
actual batteries made for it is likely to be useless.

Thank you both. I contacted the seller and they ignored me, which
tells me it lasted beyond eBay's allowed period to complain.

Just got a new one (from a different eBay seller) and I'll see how it
goes. In the past I've actually had good luck with some sellers'
batteries, I guess it's a crapshoot. Have to judge how much more/less
it would actually cost to get a "real" battery.
